AC not working 1990 240 DL 200 1990

I took my 1990 240 DL to a mechanic for AC recharge, he told that the AC has been converted to 134 from r-12 (I am not much aware of the history of the CAR and I do not any past repair records with me).

The mechanic told that there was no freon and he has added 1 pound of freon but still the compressor does not start. He checked all the fuses and wiring everthing seems ok according to him. If he tries to give the power directly then the compressor kicks off. He couldn't make it run, finally he gave up and asked me get in touch with volvo dealer.

Going to a dealer can be expensive affair, before going there I wanted to check if anybody has faced similar problem.

Is there is anything which I should ask my mechanic to look for?
