A/C too cold + continuous warm air on floor 900 1994

I just bought a 1994 940 wagon with 208k miles, generally in great condition except that the AC is essentially uncontrollable. Unless I have the temp knob turned all the way counterclockwise to "cold", warm air comes out of the heater ducts while cold air comes out of the panel vents. The only way to get a decent mix and not get frozen out is to turn the distribution knob to the "panel + floor" position, but then there isn't much volume coming out of the panel vents. I have to fiddle with the temp control every couple of minutes to try to stay comfortable. Any ideas?
