emission and timing 200 1985

I thought I read a message where someone recommended to retard (really retard) below the normal 12 deg the mechanical timing in order to lower emissions. Am I correct or did I just dreamed this? My issue is that the car fails smog test with high HC (1.98 gr/mile when the max is 0.8) and just above limit on NOx (2.3 gr/mile , max is 2). For ref. the CO is 7 gr/mile with a limit at 15.

I am planning on trying the idea (from Lucid) of plugging off the vaccum input to the ICU but was going to modify the timing to 10 deg as well.
