two engine grounding straps? 700 1990

So I'm fixing up this 1990 740GL for my brother, and as I'm putting the top of the engine back together I realize that there are two ground straps: one (that I took off in the first place) that goes to the valve cover, then a second, much longer one that was just hanging. they both ground to the frame at the same spot on the firewall. any clues as to where the longer strap should bolt up? thanks,
