PCV problems 200

removed pcv assembly and breather box. ran the engine and opened oil fil cap and put paper over it and it still seems to blow air out, not suck in. cannot visually see any blockage where the breather box used to be. read that there is a hose down in one of the breather box openings, maybe that is clogged? I can't locate it, however. i cleaned out the box as best i could without cracking the thing in half, and reinstalled it, along with the pcv assembly. There is still no "suck-down" into oil cap hole. what could the problem be?
