ac at speed 700 1989

My ac has been updated to current with the factory kit, works ok at low speeds, in the shade, but when at highway speeds it seems to lose performance. Don't have any obvious air leaks in cabin, blower fan works well etc but can't get much more than 70 degree air coming out of vents at speed?? Granted I'm in central Texas with 100F ambient..but don't understand why it would cool pretty good at low speed and not even better on the highway.
any advice is welcome.
