556 ECU on 1991 240 49 state 200 1991

I did search the forum and look at a few other sites but I didn't feel I got a solution .

I have 1991 240 49 state with a 951 ECU that works .I'm san francisco and I found a CALI. Bosch 0 280 000 556 ECU.(The label is a yellow/green color) I'm going to use this one for a back up .

Can I use this 556 ?

I understand the 556 is for a 240 with EGR . I don't a EGR if I have a 49 state is that right .

Also I have a bosch 3 517 068 throttle swich off a 1989 cali 240 .
will this work ?

I just want to make sure not to blow something up . Like my me and the 240.
I guy it the pick and pull where I got the parts said both will work from the computer. But, you know how that is .
