A/C Air Flow to All Vents 700 1987

I have a 1987 Volvo 740 Turbo. When I use the A/C or heater, the air flow goes to all vents: floor, windshield, and front panel. One day it directed all the airflow to the panel vents, but after I shut off the A/C and restarted it it started directing the airflow to all vents again. Anybody know what the problem might be? This happens all the time, it doesn't matter if I'm running the car slow or on the highway.
