in tank fuel pump/sending unit problems 200 1990

My main fuel pump had been making lots of noise and i determined the prepump was not working. So i replaced it with a new one, but I came to find out its not working either. I hooked up my meter to the connection that attaches to the fuel sending unit and i get a reading. So i pull out the unit from the tank and test the wires at the top of the unit and I still get a reading. But when I test the connections on the prepump I get no readings. It seems the prepump isn't getting any juice. The unit looks to be in good shape with no corrosion on the tubes or connections. Is it possible for the black wire that runs from the sending unit to the pump to go bad. Visually the wire seems to be in perfecty good shape and the connections are clean. Any thoughts? Do I need a new sending unit? By the way, my fuel gauge has been working fine- except on really BIG hills... Thanks for any insight..
