I think most of the effluant-disturbers (like the worthless Phuk-U) wouldn't have the patience to set up a one-time email account for the mere sake of causing annoyance. Before widely-available free email, I'd have objected to a membership requirement, but there's no reason for anybody not to sign in for access to the board - at least for posting.
