Every once in a while the car will start w/o power to the radio and blower fan. 200 1989

Every once in a while (not often...maybe once a year), the '89 240 (automatic)can be started and the radio and blower won't have power. All I have to do is turn off the engine..wait one second..and then start it back up. After it's re-started, everything works fine. It's sort of like a relay race is occurring. What relay??
