245 dead in the water 200 1987

After a short drive my wife's 245's battery went dead. After a jump start a new battery was installed, as the existing one was 5 yrs old and suspect. The car started OK but she reported that there was a loud 'whirring' sound from under the left passenger seat that kept going even when the car was shut off and locked. When I went to check the car I had to charge the battery as it was fully discharged, but it would not start. I checked all the fuses then the main fuel pump and found I had to replace the pump. As soon as I connected the new pump it started to run. I checked the fuel pump relay and found it was full of rusty water (from a windshield leak and several downpours) so I replaced it. Now the car will not start at all. The ECU checks out OK using the test procedures in my shop manual. The only way the car will run is if I jumper ECU connector 19 to ground, which forces the fuel pumps to run. I've run out of ideas - any suggestions are welcome.
