'Brake' light on the dashboard 700 1986

I have a 740 GLE Turbo Diesel and for the past week the red "Brake" light has been on on the dashboard. I checked the manual and it said to check the brake fluid but it was a tad bit below the max line. I tried adding a little bit more brake fluid but it still comes on. Does anybody know what the problem could be? Is it safe to drive still? Could this light be on because the brake pads need to be changed?
