Will run only with key in start position 200 1982

I have an 82' 244 GL and it will start and run fine as long as you hold the key in "start" position. With the key in the "on" position there is power to all the wires on the ignition switch except the start wire. I even hot wired the igition to make sure all wires had power and it responded the same as with the key. I think that I have ruled out the ignition switch. Is there some sort of relay or resistor that could be bad and also be bypassed when the key is in start position which would allow it to run. I am out of ideas. Help.
