960 crank but no start part 2 fuel pump or RPM sensor? 900

I posted yesterday about my 1996 960 wagon that would crank but not start. I checked for fuel pressure at the fuel rail valve and found none. I called volvo to order a radio suppression relay, they sold me a relay part#9494424.
I called them when i got home and asked them where the RSR was located on my car, he told me my car does not have an RSR. He told me that the relay I just picked up replaces relay #9130269. After pulling the relays behind my radio, in search of relay #9130269, and not finding the correct one I proceeded under the hood. In the fuse box under the hood I have 7 relays with #9130269 on them, and 1 in the fuse box on the side of my dash. I switched them around and still have no start.

Is there a way to check the RPM sensor? and Is there an access panel to get to the fuel pump in a wagon?
