89 245 high idle 200

i work at a repair shop and work on all makes of cars mostly audis. I have been working on my 245 that has a high idle problem. I just did a full tune up plus a motor vac and cleaned the throttle body. After all of that my idle stays at about 1200 rpm or goes higher. I have checked idle switch, cis valve, smoked for vac leaks, maf signal, o2 signal. everything checks ok. Has anyone here ever seen this before? Anyone who want to chime in feel free.
