A pic is worth a thousand words...it doesn't look like anything is grosely wrong...the adjustor looks like it could be backed off just a little more...or is it at the end of its adjustment?... but it also looks like the pistons might be out just a bit...there are two holes in the shoes...I don't think its even possible to put the spring in the wrong ones, but if it were, I wonder if that could prevent the spring from pulling the shoes back completely (it sure looks like the spring is fully compressed)...do you have the return spring in the right one?...

Finally, before replacing the drum, I always check for free movement of the pistons and upper end of the shoes by moving everything back and forth, then centering...everything floats on the backing plate...
