need some electrical knowledge re: gas gauge 700 1990

1990 740GL. I've jumped the gas gauge as per FAQ instructions, and the gauge doesn't do anything. thus, something is wrong there. I found continuity between all four poles on the back of the gauge, which probably shouldn't happen. this is on the circuit board. If someone could tell me how to determine if this is a wiring issue or a gauge issue I'd appreciate it. I'm kinda stuck here. thanks,
