Set Idle speed 700 1986

I am trying to set base idle on my 230FT after doing a bit of work on it. I removed the TB and cleaned it thoroughly, checked switch activation, removed lower half of TB assy and cleaned, set mechanical throttle stop, adjusted cable, etc.
I am not sure I have set it accurately at 700rpm, as I am unable to find the connection needed to disable the IAC, referenced in the FAQ.
Apparently, according to the FAQ, there is an electrical junction block in the battery area that will disable the IAC if grounded. The descriptions says it is blue in colour, not connected to anything (that is, not a circuit) , with a blue/white wire. I can find no such connection or blue white wires in the battery area of my 86. Does anyone know if there is a different location or description for an 86 740 Turbo?
