Help! A/C condensation buildup - what is this silicone-looking junk clogging up the drain? ('94 945) 900

This has happened three times in the past 60 days or so. The A/C condensation builds up and spits out on the passenger-side carpeting. And when I check the drain (rubber oriface) against the RH firewall, there is a yellowish/gold/green piece of what looks like silicone (all balled up, or looking more like a teardrop) blocking the exit hole of the oriface. I pull it out with a pair of needlenose pliers and out drains the water.

In a few more weeks, it happens again. What is this stuff? Should I be prepared for some extensive "in-dash" a/c repairs down the road? Is something coming apart inside the plenum? Or is this some kind of chemical buildup? I'm kinda at a loss. This is for my dear '94 945 (140k). A/C works fine.
