With key in ignition going from II to III lights do go off and back on, radio and lights also turn off, etc.

My keys are very sparse, but I've had this car less than a year so there may be things I don't know.

I did find a switch on the clutch pedal, it moves fine, didn't rip it apart to confirm that the switch itself works, that will take a little bit of time.

I "jumped" the car with another Volvo to make sure the battery wasn't the problem. The starter still wouldn't turn over but I did see the voltage gage go up a bit when the other car was hooked in.

On turning the ignition, I hear a small click at the front of the car, but not down on the starter.

I'm becoming suspicious of the starter/solenoid. The switch on the clutch pedal seems pretty simple but I can try to confirm that it works as well.
