torque converter clutch AKA TCC 960 900

Hello, I have a 95 Volvo 964. The car is well maintained by me. I have noticed that at times on the freeway my TCC is real slow to engage. For example, I'll be doing 70 and for about twenty minutes or so I'm running at 3,000 RPM. Then, after the twenty minutes or so, it drops down to 2,500 RPM. This is TCC, as I already checked, and Know the car is going into overdrive - it's the TCC that is slow. I can drive for hours with out problems. Then, if I stop for five minutes (even thought car is still hot) I get the same delay for the TCC to engage once again. I've noticed that if I don't wait for the TCC to engage, and I set the car on cruise control, it appears that it hinders the TCC from engaging. Also, if I accelerate hard on to the freeway, then the TCC engages almost immediately. Strange????
