EGR Fault 1995 945 NA 900

Every couple of weeks I get the check-engine light, and when I check the OBD1 I get the same code, 2-4-1, which the FAQ tells me is "Low EGR Flow". The idle is a little rough also, which is consistent with this EGR fault.
Can anyone offer any advice on troubleshooting to find the root of the problem. I have read the relevant FAQ sections and I know how to remove and check the EGR valve. But according to the FAQ this fault can also be caused by Faulty wiring, EGR vacuum or controller, EGR temp sensor. How do I go about checking these other items?
