It is, but first evacuate the system of any residual freon (if it is truly empty, then you can skip this step). Use new o-rings on reinstallation, lubricated with the compressor oil which is in your R134 conversion kit. When you button the system up and add new R134, add some leak detection dye as well to be able to quickly and easily track any leaks that result from loose connections, etc.
