Warm idle surge 200 1989

Hello,
I'm currently having problems with a 1989 240 wagon's idle. The car idles fine when first started during the day. When the car is driven multiple times during the day the idle surges up and down to an almost stall. When out on the highway it purrs along like a well behaved 240 should. The throttle body has been cleaned, the pcv checked and the plugs/wires and fuel filter have all been changed recently. What gives? I've looked for vacumm leaks but could not find any. Could this be a bad idle control valve? Any suggestions would be great.
