brake pedal goes all the way to the floor. 700 1985

I have an 85 740 gle 8 valve w-m46 w od.
my brake pedal goes to the floor every once in a while if I don't pump them.

I followed the suggestions in the forum with pumping and then turning car on and off. pedal stiffens prior to staring and then softens once car is started.

What bothered me is when the car is off and i press the pedal down slowly with my hand it goes all the way to the floor. if I pump it it will stiffen up.

the brakes work fine and when stopping after pumped they work well.

What soes this sound like?
