lights on the blink 200 1990

here the thing the car runs great now but the wife went out one night and found that she had no lights. this is the crazy part the park lights work when swith is turn to first click but on second click no lights park or head or insterments.when i pull and hold the highbeam switch the bright come on but when i let it go they go out again i hear the rely click but the high beams wont stay on. did these guy at the shop mess with my lights or what.
