Delayed shift from 2 to 3 - 945T 1991

I have a problem with my transmission. The transmission will delay shifting from second to third. If I lift of the accelerator slightly it will shift right into 3rd gear. But if I held on, it will continue on second gear till about 3000 or 3500 rpm before shifting into 3 gear. This is problem is especially so when the transmission is at working temperature. Any idea what is the problem.

I did not mention 4th gear/OD because the OD relay (that is what I suspect anyway)is bad.
