Timing problem, this can't be happening, but... 200 1986

I'm trying to set the timing on my 86 240 after distributor replacement. I have the car warmed up and idling in Neutral. I have the timing light hooked up to the battery terminals for power and the inductive pickup on #1 plug wire near the spark plug connection. I have the vacuum advance line pulled and plugged. It seems like this should be an easy thing.

I shine the timing light down on the main pully and the pully is appearing to MOVE, not sitting still as it should do with the strobe on it. As viewed from the front of the car, the pully does one apparant counterclockwise revolution every 19 sec (I timed it twice). I know this is not really possible since the car could not possibly run that way.

I'm at "All Stop" on this job till I can figure out this problem. I'll go mow the lawn before it gets too hot and anxiously await input from the assembled wisdom and experience that resides here
