1981 240 DL won't start 200

My dependable Volvo recently died. Have good blue spark coming from coil but when I ground the spark plugs I get an initial good spark, but then very weak to no spark at all. All the plugs do the same thing. Fuel pump does not come on but works when fuse 5 and 7 are jumped. Fuel pump relay does not click when ignition is turned on. Rotor and distributor cap have been changed in the past year and visually look fine. I thing the problem is somewhere in the distributor but I am not sure how to further diagnose the problem. Any help with diagnosis would be appreciated. BTW I cannot seem to locate the infamous 25 Amp fuse that is supposed to be located by the coil. Did they exist in 1981? Thanks. Tim
