I had terribly faded & cracked taillight lenses - the Valeos, 1990 740 - and I dramatically improved the appearance by dry-sanding with 3M 320-grit, then 600, then a final vigorous polish using Mothers Aluminum Polish. That stuff is amazing, it polishes metals, plastics, even paint, and I find it works better and quicker than any rubbing compound I've tried. Not sure if this'll work on headlights - perhaps a bit less aggressive grit of paper to start off would be prudent.
