740 starting problem 700 1991

We took it to a second mechanic today, but it won't fail in front of him, so he doesn't know what to do about it. He says the previous mechanic already replaced everything he could think to replace anyway.

It got worse this weekend, stalling out and losing power while we were driving on the ramp out of our parking garage.
