That darn electric fan! 700 1984

My 84 760 with the V6 has an electric fan that absolutely refuses to come on. The fan and relay both work (the fan works when I short the wires). I have tried two switches in the radiator. Nada. Has anybody else been through this? I understand it looks like I had 2 bad switches but that seems so unlikely.
