changed the coolant . Now , temperature compensation problem? 200 1991

I have a 1991 240

I just changed the coolant a few days ago and now I have what could be a problem that sounds like the temperature compensation board. Needle up (around 11)and later it is down (around 7:30 or 8).
Could changing the coolant be related to this problem in someway or is it just the temperature compensation board?
If it is the board can't I just pull one from the boneyard? Why is the bypass the way to go ?

P.S. Why is the IPD bypass kit $49? Is it really just a jumper and some instructions? Am I missing something? I know all the boarders here are frugal so I can't imagine they would pay this amount unless it is really necessary.
