No dash lights 900 1993

Hi.I'm new here so here's the puzzle.Car is a 940 2.4 Turbo diesel estate 1993.No dashboard lights but left indicator light+fog light+main beam light all on at same time on dashboard.When indicating left these lights dim in sync with turn signal and the fuel guage goes up and down aswell.Externally all lights work OK.Earths tested on all lights.If I postion the light switch inbetween the running and side light positions or side light and main headlight postion ie lights are off, then the 3 lights on the dash go out and the fuel guage functions correctly.Also if fuse 21 (15amp) is pulled these 3 lights go off.Dimmer is working correctly measuring between 2 to 9.4 volts.I suspect a bad earth.Any ideas????
