Missing 25 Amp Fuse 200 1985

I just bought an '85 244 DL a few weeks ago. First thing I noticed is the 25 amp fuse is missing. Looks like someone just cut the two cables going to it and spliced them together. I can't think of why anyone would do this, other than the fuse blew and they were stranded.

I have a spare that I plan to replace it with while I replace the very worn and cracked battery cables. Why would someone do this, and where else should I check for electrical damage? (Isn't that 25 amp fuse to the fuel pump? Previous owner recently replaced FP.) Any tips on battery cable replacement?
