Won't start when wet 200 1988

Just about any time it rains it can't get it to start. I assume it's getting fuel as I can smell it. Although this doesn't happen every time it rains it happens about 80% of the time and also when it's very damp. I've replaced the cap, rotor and the ignition wires. It almost acts as if it's flooded. If I keep just turning it over for a few seconds at a time without touching the gas pedal, eventually it will start but it runs poorly (hesitates and misses).

Other than when it's wet, the car runs perfectly - no hesitation and plenty of power.
