Identify this part (pic) 200 1989

While I was taking off the cover to my center console to tighten the A/C panel screws, the below piece of Volvo plastic fell onto the floor from underneath the steering wheel.



I think it came from behind/off of the instrument cluster because I've pulled the cluster and replaced the odometer gear. I don't know why there is duct tape on it. It has the part number "1323025" on it.

Does anyone know what it is? Does it need to be returned to its normal home (is it critical to some piece of machinery somewhere in the dash)?
