seat belt operation question 700

Well, recently got my "new" 89 745 Turbo Wagon home. Been playing with it the last few days and soaking in all the info in the FAQ's section. Seems my car is afflicked with all the common problems, from the creaky steering column to the seized blower motor and wet passenger footwell. Anyway in the process of replacing motor and dryingout the carpet padding I removed the seat and seat belt anchor. Now the belt won't extend and the clip is stuck at the bottom. Is there a trick to this? I don't really know if it was working before I unbolted it. Is there a ratchet release or something I can't find? This place has been a great resource with its wealth of info and has saved me so much time and headache already. Hope I can make some contributions in the future. Thanks in advance.
