Brake Lights Issue '89 240 sedan 200 1989

Hello again,

The latest bug to hit my poor poxed volvo is a brake light ?failure?.

The rear right tail light has a bulb out - this is being remedied ( I am replacing the broken casing that leaks when it rains and blows said bulb) So the " light out" warning comes on when the brakes are used or when all lights are on.

Yesterday the warning stopped occuring when the brakes were in use - the lower brake lights do not come on at all - the rear window light comes on fine.

My first guess is a blow fuse but I honestly am not sure if that would take out only the lower lights. If I can take care of this without another trip to the mechanic I would like to. What should I try?
