engine idling at 2500rpm 200 1989

1989 240DL Started with a slightly fast idle. Then engine began surging in park. Cleaned Air Bypass Valve. Installed new TPS. Engine speed continues to climb. Can't find any vacuum leaks
Originally when you disconnected the intake to the Air Bypass Valve the car would idle fine with the hose blocked, but has continued to increase in speed. It sounds like it is about to runaway. No speed control.
HELP!!!!!!
