Brake Light malfunction 200 1986

I am getting my daughter's 240 ready to go back to college. Her car has a problem with the brakes lights. When the headlights are turn on both rear brake lights come on and when the brake pedal is depressed the center light comes on. At this point all of the brake lights are on. When you turn the headlights off everything functions normally. Brake pedal is depressed and all brake lights come on when the pedal is released they all go off. I have cleaned the contacts and used the eraser method on the brake light sockets. I have been trying to read other brake light strings but have not found this one yet. Any help would be appreciated.
