B6304 OBD codes and questions

I just buttoned up the last of the head replacement on our 92 960, and started it up. 'Check engine' light came on. Checked code in the #2 position and got 4-1-1. What the heck is that? There is no reference to that in my Chiltons or in the FAQ. I double checked and triple checked and the code is definitely 4-1-1.
I did notice that I had neglected to connect the throttle switch, and rememdied that right away.
Also, I notice the IAC buzzes quite noticably with the ignition on; is that normal? I had never noticed that before.
