Power windows dead unless #9 fuse pulled 700

I recently bought a '90 740 GLE for cheap. Great car, usual probs, apparently.
Power windows don't operate unless the #9 (turn sigs; seatbelt warning) fuse is pulled. #9 fuse socket shows heat damage. All this seemed to start when the A/C compressor stopped working. When I bought the car the two wires from the A/C pressure were melted: replaced. Also, Headlight relay (orig. w/ copper blades) gets hot when Headlights are on. does the bad Engine harness for 700's to 1987 models apply to 1990's as well? Any help is appreciated.
