Turbo by-pass valve and wastegate actuator - available? 700 1991

The turbo from my '91 745 is going to be sent out for a rebuild next week and I thought it would be a good idea to either replace or rebuild the by-pass valve and the wastegate actuator.The local Volvo dealer says that the replacement parts are not available but rebuild kits are. However, the cost for the by-pass valve kit is $ 320.43 and the cost for the wastegate actuator kit is $399.45. Yes those prices are correct. I did not incorrectly place the decimal point. I'd appreciate any info about where I could purchase either the complete parts or rebuild kits for these two items. The turbo is a Mitsubishi TDO4H-13C. The serial number is 0380245. The part number is 3517646.
