Shifter Lockout, Auto Transmission 200 1991

Getting ready to send daughter and 240 off to school again.
Can't seem to get this "system that keeps you from shifting out of Park unless your foot is on the Brake" to work very well.
It is "sluggish". I have sprayed with contact cleaner to try to get the pin to pull in faster, but have not seen any improvement. You must try to shift, wait, try to shift, wait, and then on the third or fourth try it will work.
There isn't much room to see what is going on down in there or work on the mechanism.
We know how to override this by inserting your finger and moving the yellow tab over, but would like to fix the lockout.
