Special tool for turbo to manifold nuts 700 1991

Volvo manual shows special tool used with torque wrench to tighten nuts attaching turbo to manifold. It is tool number 5411. It looks like an open end wrench on one end with a 3/8" or 1/2" drive hole on the other. Volvo dealer hasn't been able to confirm whether or not tool is available because the number 5411 apparently is not a active or correct number according to the supplier of special tools for Volvo. Anyone know of a source for this tool?

Volvo parts guy said that one of the mechanics told him to tell me to just tighten nuts as much as I could. This would appear to conflict with the torque setting in manual of 22 ft. lbs. On the otherhand, 22 ft. lbs. does not seem to be tight enough for these nuts. Any thoughts on this approach?

If anyone has one of these wrenches, could you tell me how long it is. I could make one by welding an open end wrench to a crowfoot wrench. I'm assuming that some Volvo engineer figured out what the best length for this tool should be so I'd like to get close to that length.
