not shifting fo 4th gear 900 1991

Have a 91 940 turbo auto that has ceased to shift into 4th gear. my machanic has checked any electrical options but checks okay. It will shift into 4th every couple days or so but only maybe once that day until I stop again and it goes back to not shifting to 4th. He tried putting an additive in hopes it might clean out possible dirt or something but that doesn't seem to be working. it has roughly 170k on her. I am looking at a new transmission or is there something else that should be checked. please help!
