Spongy brake pedal 900 1991

Hi all,

More than likely this is not a Volvo specific question but I figured someone here can help.

My 91 940SE has a spongy pedal so I replaced the master cylinder and all the disgusting fluid. I also put some new rear pads on while I was at the brakes. Problem is, my pedal is still spongy. I'm 100% certain there is no air in the lines unless the ABS system is hiding some. I've done plenty of brake work in my 44 years and don't usually consider the power assist unit unless the pedal fades which this one does not. The car stops fine with a spongy pedal.

Any ideas?
