Front & Rear Flange Seal Housings & Oil Pump Questions (B230FT) 700 1988

Hello....Do the bolts and or nuts, on the front and rear seal flange housings need to be torqued to a specific value? I have taken apart the oil pump and it is in very good condition ( the clearance between the internal gears is within specs and there is no abnormal wear on the housing & internal parts.)I have been advised to pack the internal cavity of the pump with petro jelly. So when the engine is started the first time after it's rebuild, the pump would be able to prime itself. Is this true, or should I reassemble the pump as is? Thanks...
